NORMALLY USED to CONNECT a Multivoltage Input Frequency Converter or a Multivoltage Input Transformer to 480V Three-phase. 
It does not change the voltage.
This adapter only allows to take 480V 3-phase "without Neutral" power through a 480V 4P/5W connector, "without having to change the plug at the end of the shore power cord".
